Pavan served as the Country Manager for India for the Global Internet Jurisdiction Survey 2003 conducted by American Bar Association and International Chamber of Commerce alongwith Internet Law and Policy Forum. This survey sought to determine the International Impact of e-Commerce on jurisdiction issues.
Pavan is the President of Cyberlaws.Net, The Cyberlaw Consultancy, which is Internet's unique and first ever consultancy dedicated exclusively to the new field of Cyberlaws. He is engaged in providing online consultancy relating to various issues of Cyberlaws and E-commerce.
He has been associated with the Ministry of Communication and Information Technology, Government of India on Cyberlaw and Electronic Governance legal issues. He is advising the Ministry of Communication and Information Technology, Government of India on amendments that need to be incorporated under the Indian Information Technology Act, 2000.
He is advising the Controller of Certifying Authorities, Ministry of Information Technology, Government of India on issues concerning the Indian Cyberlaw namely, The Information Technology Act, 2000. He is also the Member of the IT Act Legal Advisory Group constituted by the Controller of Certifying Authorities.
He has been providing his inputs and experience to the Adjudicating Officer at Delhi, who is a statutory authority for grant of damages by way of compensation, constituted by the Government of India under the Information Technology Act, 2000.
He is associated with Government of Karnataka on legal issues relating to their Electronic Governance Project namely Project Bhoomi. Pavan is a member of Brainstorming Group on legal requirements of Project Bhoomi by the Government of Karnataka.
Pavan is advising the Government of India on enacting rules and regulations under the Indian Cyberlaw namely Information Technology Act, 2000.
He was the counsel for the complainant in India’s first decided Cybercrime case namely CBI vs. Arif Azim, a case of online cheating. He is the counsel for the complainant in India’s first case for cyber damages by way of compensation filed under section 43 of the Information Technology Act, 2000. He was the counsel who represented the accused persons for bail in India’s first case of hacking registered under the Information Technology Act, 2000.
Pavan Duggal is also the exclusive contributor on India’s only portal on Cyberlaw in India being Cyberlaw India.
He is the Cyberlaw correspondent for the Global Legal Publication JURIST: The Legal Education Network.
Pavan was the Chairman of the Cyber Law Committee of the Associated Chambers of Commerce and Industry of India (ASSOCHAM).
