He addressed the Roundtable on Tallinn Manual 2.0 by giving an exhaustive overview of the relevance and utility of the principles laid down by the Tallinn Manual 2.0 and how developing countries can make Tallinn Manual 2.0 as starting point for contributing to the evolution of International law Jurisprudence applicable to cyber operations. He further highlighted various other thrust areas that need to be addressed as legal jurisprudence on cyber operations needs to evolve taking in view of the holistic perspectives. He further highlighted the need for development of international law jurisprudence, not from a western viewpoint, but from the view point of major emerging markets. After his address at the said Roundtable, there was extensive discussion between group of invited experts coming from countries such as Belgium, Belarus Estonia, Mongolia, Netherlands, and Russia. Various points were discussed which, in conclusion led to the ‘Outcome Document’ of the Roundtable on Tallinn Manual 2.0. Pavan Duggal further highlighted the need for countries such as India to charter its own way forward in the context of its contribution to the ever evolving international law jurisprudence applicable to cyberspace and cyber operations.
