During the said Conference, Pavan Duggal talked about various legal, policy and regulatory issues concerning darknet that need to be addressed by different nations.  He further highlighted various strategies and practices that could be kept in mind by countries while they come up with national policies on darknet in the context of regulating violent extremism.
